Warren Buffett regularly says that he can't find stocks that he likes. Then a few months later you find that he has been doing quite a lot of buying in the stock market. More specific points are:
1) The market changes on a day to day basis. So even though Buffett may have said this, it may not apply to today's market.
2) The universe of companies in which Buffett can invest is very limited. At a recent shareholders meeting he said that unless he can invest at least $500m and preferably $1b, he is not really interested. He then continued by saying that this means that he would really only invest in a public company if it had a market cap of over $10b. We do not have that restriction. For example, there are only around 180 securities with market cap over $10b. In Conscious Investor we can choose from over 6,000 companies.
3) Buffett only invests in his area of expertise. Each individual investor has his or her own area of expertise.
4) Even if it is not possible to find anything that meets all the requirements right at the moment, it is very important to have done all the analysis that is possible in advance, so that you can be ready to take any opportunities. Conscious Investor shows how to set target prices to buy the stock you want, at the price that you are willing to pay. This means that if there is a drop in price to your target price, you will be ready to take action.
